Intake & Evaluation Manager - Region 1

Job Description

Job Responsibilities include:


Management of Screening for Eligibility
  • Manage the intake process in a manner that is responsive to the needs of consumers and families and is conducted in accordance with Department and Medicaid Waiver (NOW/COMP) policies
  • Responsible for maintaining a centralized mechanism for the processing eligibility applications from multiple sources for either home or community-based ICF/MR population
  • Responsible for conducting Level of Care determinations for both community-based and for ICF/MR populations
  • Support Department initiatives to successfully transition people out of facility-based services into community-based services
Ensure the development of Assessment/Evaluations
  • Responsible for managing the assessment/evaluation process for current and new individuals in a manner that is responsive to the needs of individuals and families in assuring adequate access to assessment/evaluation services
  • Utilize criteria established by the Division of Development Disability NOW/COMP waivers for determining the eligibility of individuals seeking or being referred for publicly funded services
  • Assure that Department and Waiver guidelines are followed for arranging sufficient and timely eligibility determinations notifications; including timely processing of all appeals
Oversee the consultation, technical assistance and training functions
  • Assure that the expertise of staff is available to provide technical assistance and consultation for case-specific provider issues
  • Develop, plan and conduct training to provider agencies in the region
  • Assure that the expertise of staff is available to provide technical assistance and consultation for exceptional rate reviews and requests
Engage in compliance management of documentation
  • Develop and maintain a comprehensive database of applicants, individuals on planning lists and individuals in publicly funded services
  • Assure that assessment findings are translated to service plan recommendations and documented for the ISP process
  • Maintain and completion of documentation of records according to the department and Medicaid waiver NOW/COMP standards and policies
Validate services and assure health and safety
  • Ensure that participates are "matched" to the appropriate service depending on the needs of the individual and the capability and capacity of the service provider
  • Identify barriers to health and safety, such as individuals' medical or behavioral needs and work with support coordination agencies and MR/DD service providers to identify potential solutions
  • Ensure that procedures are in place for removing an individual from harm's way
  • Assure that procedures are in place for providing Level of Care approval and tracking renewals to prevent lapses in authorizations
State funded and prior authorization management
  • Provide supervision to Operational Analysts management of the Waiver Information System and work in conjunction with State Office WIS/PA Manager and State Office data Manager
  • Assure that procedures are in place for authorizing initial and rectification/Addendums according to the Department and Medicaid
  • Assure that procedures in place for prior authorization approval and tracking of renewals to prevent lapses in authorizations
  • Oversees the reporting and tracking of state funded by Operational Analyst and forward reviews/finding to DD RSA
  • Tracks lapsed waiver budget and participates in waiver allocation committee to move eligible people into publicly funding services
Reporting
  • Oversees a system of ongoing monitoring and analysis of program activities to ensure program objectives are consistently met
  • Oversees the preparation of routine and ad hoc reports based on requests from internal and external entities
  • Ensure that provider utilization is reported to the DD RSA and tracked
Manage human resource and employee relation functions per department policy
  • Supervises and plans work of assigned I & E staff (Operational Analysts, Psychologist, Intake coordinator, Administrative Assistants, Level of Care Nurses, Medical doctor, Field clinicians-Registered Nurses, Psych techs and Social Workers)
  • Utilize employee management strategies based upon on department guidelines
  • Assist DD RSA in staff recruitment processes
Community resources and interagency colloboration
  • Maintain a consistent, high quality, customer-focuses orientation by treating customers with respect, courtesy and tact; listen to customer and interact with customers as a person while maintaining business relationship
  • Communicate with customers and obtain all required information necessary to determine and address their specific needs; tactfully explain why of service cannot be provided as well as provide information on other community resources and public funding
  • Provide clear, accurate information; explain procedures or materials or provide supplemental information; anticipate problems and questions
  • Oversee the outreach by I & E clinicians to organizations and agencies within the designated region regarding information on services available to individual with Developmental Disabilities
  • Make appropriate referrals for other resources and services in the community as needed
Regional program development
  • Maintain constructive working relationships with individuals in services, families, supervises, peer managers, provider organizations and other state agencies involved in program implementation
  • Provide guidance and direction in the development of policies and procedures consistent with DBHDD and DCH guidelines
  • Remain current on proposed and actual changes to relevant laws and department policies and procedures
  • Maintain knowledge of current trends and developments in the field by reading appropriate literature and attending seminars that apply to position responsibilities
  • Plan, develop, implement and maintain a system designed to coordinate and provide continuous and systematic evaluations for programs, initiatives and personnel
  • Participate in scheduled regional management team and State Office I & E team meetings
  • Direct the development of standards and procedures to be used in program development and implementation
  • Participate in development of long-term plans, programs and strategy
  • Coordinate project activities and perform research,e valuation and analysis of operational issues
  • Promote inter-provider, inter-agency cooperation to coordinate activities, resolve problems

Qualifications

Completion of 90 quarter hours (60 semester hours) at an accredited college or university and six years of related experience OR Bachelors degree from an accredited college or university and four years of related experience OR Masters degree from an accredited college or university and two years of related experience OR four years of experience at the lower level or position equivalent.


Note:  Experience in a related area may substitute for degree on a year by year basis

Preferred Qualifications

Masters degree from an accredited college or university and two years of related experience


Computer experience to include proficiency with Microsoft Word, Excel and Access

A well established management track record

Employment Information

This position is located in the Region 1 in Cumming, GA.

Cumming, GA, is located approximately 40 miles north of Atlanta. Lake Lanier is a popular spot for boating, fishing, and other water activities. There are a number of campgrounds in the city including Bald Ridge Creek Park, Sawnee Park and Shady Grove Park. Also located near Cumming is the historical Mill Covered Bridge, built in 1906, which spans Settendown Creek.
